Your comment is a mixed bag but mostly erroneous. US Congress decides how much is spent in USAID, not the President. Past Presidents have introduced bills to address poverty, disease, etc. Those bills have to go through Congress. State Dept leaders, meaning the USAID Administrator appointed by the Potus, has the ability to steer funding towards certain priorities. Your main disfunction appears to be that you believe what Trump is telling you.
